We are pleased to share that the Supplemental Oxygen Access Reform (SOAR) Act of 2025 has reached both chambers of Congress. Senate Bill S.1406 and House Bill H.R. 2902 are now moving forward, and we need your help to get this critical legislation passed.
Why the SOAR Act Matters
Millions of Americans living with advanced lung and heart conditions—including pulmonary fibrosis—rely on supplemental oxygen as a lifeline. Yet, too many face unnecessary obstacles due to outdated Medicare rules and inadequate equipment coverage.
The SOAR Act of 2025 would:
- Remove oxygen and oxygen equipment from Medicare’s competitive bidding program
- Establish a separate base payment for liquid oxygen, with an additional payment for flow rates of 6 liters/minute or more
- Change the benefit name from “home oxygen” to “supplemental oxygen” to better reflect actual usage
- Create a patient’s bill of rights
- Add payment for respiratory therapist services professional guidance is a critical part of safe and effective oxygen therapy and is not currently covered by Medicare
- Introduce new protections for Medicare beneficiaries who use supplemental oxygen
